This June, Jennifer Pahlka, founder of the civic tech organization Code for America, released Recoding America: Why Government Is Failing in the Digital Age and How We Can Do Better. Pahlka outlines deep structural and cultural barriers to applying modern best practices in building digital services within government.
 
More directly on the topic of organizational culture, Frederic Laloux outlines a history of organizational paradigms while advocating for a more evolutionary model he refers to as “Teal” in his 2014 book Reinventing Organizations: A Guide to Creating Organizations Inspired by the Next Stage of Human Consciousness.
